marriage: Who signs official marriage documents in Canada?

I wasn't sure who (clergy or someone in justicial system maybe?) signs a marriage liscence for either gay or straight couples in order to make it official and legal.Who signs official marriage documents in Canada?
A Priest or a Judge.
