If you are on a WHM visa, you do not have permanent residence here, so you would have to apply for a Certificate of Approval from the Home Office before getting married. This applies regardless of yur boyfriend's nationality. It is very likely to be refused, especially if he has permanent status here. If that is his situation, you should return to your country and apply to return with a fiance visa; he would need to show that he can support and accommodate you here.
If he is not a resident or UK citizen, he should explain the purpose of his visit when applying for his visa; essentially, he will be here for a holiday, so a visitor visa would I think be all that he needs. You still need the Certificate, and then follow the normal procedures with the local Registrar.

A lot of the outcome depends on what Nationality is your boyfriend. For certain countries, your boyfriend would have to go back to his country to apply for a settlement visa, after you get married in UK.
You would have to register your marriage initially in UK through Registrar's office.
If you're both EU citizens you just follow the normal procedures to marry. Ask at your local registry office.
If not, you will need a certificate of approval from the Home Office. This takes time and money and may not be granted.
Your fiance will need to apply for a marriage visa at his nearest British Embassy. This also takes time and money and, again, is not always granted. If you are able to get married in the UK your spouse would not automatically be able to join you in the UK.
It's really difficult for non EU citizens to marry in the UK.
