Could it be like just a few hours or more than a day?How long would it take to get the Certificate of Legal Capacity to Contract Marriage?
Processing of paid Copy Issuance requests takes about three (3) working days after receipt of payment and nine (9) working days for Certificate of No Marriage Record (CENOMAR or Singleness) requests. Delivery will take two (2) to six (6) working days for destinations within the Philippines and six (6) to eight (8) weeks for outside the Philippines.

Just a couple of hours in Manilla. The office opens at 10am everyday. Make sure you have the fee in USD, they won't accept pesos.
Just a hour or two, you can get it at the US Embassy at Cebu or Manila, no need for a form to download you get it as soon as you get into the embassy and it only takes a few minutes to fill it in while your waiting for your name to be called. I have been with many friends when they applied and received theirs. Make sure your bride applies for a NSO Cenomar ';shows that she is single'; as it takes a few weeks to get it and could delay you getting married here. I wish the best to both of you.
