Utah marriage law: In Utah can a minister registere in Florida solemnize and perform the wedding?

My fiancee and I have a close friend from Florida who is an ordained minister. I know Utah law does not recognize internet/mail in minister certificates. However, he belongs to a denomination and is a minister. Does he need to be registered with the state of Utah? Utah will have to recognize him. A marriage valid where performed is valid everywhere (excluding gay marriage). Being a minister in Florida has no bearing if you want the marriage in Utah.
